The Ametek / Elgar / California Instruments PACS Series Pre-Compliance Test Systems are part of a harmonics and flicker pre-compliance test system designed to help manufacturers and test labs evaluate electrical products against international EMC standards before formal certification. The PACS series was developed to provide a cost-effective, PC-based solution for testing to IEC/EN 61000-3-2 (harmonics) and 61000-3-3 (flicker) standards during product development and production verification.

Rather than requiring a full compliance EMC laboratory setup, PACS systems allow users to perform accurate pre-compliance measurements using standard AC line power, combined with proprietary signal conditioning hardware and software algorithms. This enables engineers to identify potential compliance issues early, reducing costly redesigns and failures at certified test labs. PACS systems are widely used in R&D, QA, and manufacturing environments for power supplies, consumer electronics, industrial equipment, and IT products.
